Grandview council approves climate priority list, a change order for Well #10, street sweeper purchase and a police support union contract

Grandview — At its June 9, 2026 meeting, the Grandview City Council approved a series of resolutions that advance the city’s climate planning, water infrastructure repairs, equipment purchases and a contract for police support staff.
Council voted to adopt Resolution No. 2026‑33 selecting a priority asset list to guide development of the city’s Climate Element. The item had been discussed previously at the June 9 Committee‑of‑the‑Whole.
Council also approved Resolution No. 2026‑34, authorizing Mayor Lara to sign Change Order No. 1 with T. Bailey, LLC to replace an electrical panel and repair roof penetrations from electrical conduit at Well No. 10 as part of the 3.0 MG Reservoir Improvement Project. The change order was presented as a construction adjustment required to complete the reservoir work.
On the consent of the council, Resolution No. 2026‑35 accepted the bid from Enviro‑Clean Equipment, LLC and authorized the Mayor to sign all contract documents for a new street sweeper for city operations.
After adjourning briefly to an executive session to discuss union negotiations per RCW 42.30.110(1)(g), the council returned and amended the agenda to add Resolution No. 2026‑36. By that resolution the council approved the collective bargaining agreement between the City of Grandview and Teamsters Local No. 760 covering Police Support Employees for the period January 1, 2026 through December 31, 2028. The amendment motion was made by Councilmember Joan Souders and seconded by Councilmember Ramona Garibay‑Rios; approval of the contract was moved by Councilmember David Diaz and seconded by Councilmember Javier Rodriguez. Recorded votes show approval by members present; Councilmember Robert Ozuna was absent.
All items passed on recorded motions and votes as listed in the meeting minutes. The council adjourned at 8:00 p.m.
