City staff said the 2.7 figure is intended to maintain current services and provide planning flexibility if state actions reduce local collections. ‘‘We want to maintain our ad valorem where it's at,’’ a staff speaker said, noting reserve balances and project scheduling adjustments the city would use if revenues decline. Members of the public urged caution and debated whether a slightly higher cap (e.g., incremental increases) might hedge against future shortfalls; staff said any higher requested maximum would trigger additional voter‑notice procedures under state law.
