Kane County economic update: Eurofins downsizing, Prova plans Aurora campus and county wins apprenticeship grant

Kane County economic development staff used the July 17 non-meeting to report recent business developments, workforce supports and a state apprenticeship grant.
Adam, speaking for the economic development team, said the program met an 80% funding-obligation milestone by June 30. He also reported a WARN notice affecting Eurofins’ Geneva operations that cited a downsizing of analyst and laboratory technician positions; staff said about 29 positions were affected and that some functions will shift to Naperville under a hub‑and‑spoke operational model.
Adam also described negotiations with Prova Extracts & Flavors, a French food-extract company planning a campus west of the new casino on Route 88 near Aurora. “They will be opening up their factory, just west of the new casino on 88,” he said. Adam said Prova expects an initial soft opening April 1, 2027, with about 25 full‑time production, sanitation and quality roles at launch and additional management relocations to follow; salary ranges for many starting positions were cited in the meeting at about $22–$25 per hour.
Separately, staff said the county secured a $200,000 state grant to expand apprenticeship programs over two years; the grant is intended to create employer incentives for nontraditional apprenticeships (examples discussed included industrial maintenance and sales apprenticeships) and to help small and midsize employers stand up and monitor programs. Staff described these apprenticeships as registered through the federal apprenticeship framework and said they pair on‑the‑job mentoring with partner training providers for certifications.
Board members asked whether Eurofins’ move reflected a cost‑cutting step; staff said the company described a concentration of activities and that county economic development and DCO staff will work to monitor and, where possible, discourage closures and retain operations within Kane County.
Adam said county staff will coordinate with employers and training partners to use grant dollars for early hiring and certification support ahead of openings. The non‑meeting ended without motions or votes.
