Roxbury council certifies clean 2025 audit, approves omnibus resolutions and dozens of liquor‑license renewals

The Roxbury Township Council on June 23 certified the township's 2025 annual audit and approved a package of routine resolutions that included the renewal of numerous liquor licenses and the authorization to pay bills totaling $4,302,151.93.
Auditor Valerie Dolan told the council the township received a clean audit for calendar year 2025, highlighting a 99.03% tax collection rate, stable fund balances and manageable debt levels. Dolan also noted recommendations for follow‑up on outstanding items and upcoming accounting standard changes that will affect future footnote disclosures. Councilman Robert DeFillippo thanked staff and the auditor for their work.
The council adopted Incorporating Resolution No. 2026-148 to approve the agenda's numbered resolutions (2026-149 through 2026-177, with a numbering note), which encompassed tax refunds, participation in an electronic tax sale, software and administrative approvals, refunds and a long list of liquor license renewals. The roll call recorded unanimous passage (7–0) for some items and a 6–0 result with one abstention for a subset of liquor‑license renewals (Resolutions 2026-152 through 2026-169 were carried 6–0 with one abstention). The meeting packet included the full text of many resolutions.
Notable items in the consent package included:
• Resolution 2026-149: refund of tax overpayments for 322 Berkshire Valley Rd ($8,558.12) as certified by the Tax & Utility Collector.
• A group of liquor license renewals (Resolutions 2026-152 through 2026-169, 2026-170/172–177), including an "Interim Active Use" renewal for Tommy's Ledgewood (Resolution 2026-160) under P.L. 2023, c. 290 allowing extended activation while renovations continue.
• Resolution 2026-170: council certification of the annual audit, as required by N.J.A.C. 5:30-6.5.
• Resolution 2026-177: authorization of payment of bills (checks 125464–125612) with detailed check register entries and fund totals included in the meeting materials.
The meeting materials also included more routine municipal actions—refunds to Grace Baptist Church for unused engineering inspection fees and a tax refund for a totally disabled veteran—and an amendment to the salary resolution governing employee compensation for 2026. Where the roll call recorded an abstention, the minutes list which cluster of resolutions were affected but do not name the abstaining member in the omnibus text.
The council said the audit certification and the payments authorization close out routine fiscal business and thanked staff for the accounting work. The minutes were scheduled for final approval on July 14, 2026.
