Perry Park board approves Bluestem bid for entryway project, caps contract at $190,000

The Perry Park Metropolitan District Board of Directors voted July 2 to accept a contractor proposal for the district’s entryway improvement project and capped the contract amount at $190,000.

Director Keith A. Worley moved to accept Bluestem’s proposal for the entryway project in an amount not to exceed $190,000 and to authorize proceeding with JS Enterprises if a contract with Bluestem cannot be executed; President Darren Hill seconded. The motion passed unanimously. Five directors were present for the special meeting and participated in the vote.

Director Kirk H. Mulbach reviewed the competitive bidding process, saying five bids were received and that JS Enterprises and Bluestem submitted the most comparable proposals. The board discussed monument signage, stonework, contractor experience and potential change-order risk. The consulting firm Norris Design reviewed the bids and provided input based on prior experience with Bluestem and Arapahoe Sign Arts, the board noted.

Directors Carsten Baumann and Bonnie Schwam expressed opposition to accepting Bluestem during the discussion but ultimately supported the consolidated motion that passed without opposition. Board members and staff also discussed budget, schedule, permits, payment procedures and Norris Design’s role in construction administration and payment approvals.

The board’s action authorizes staff to execute a final signed contract with Bluestem for an amount not to exceed $190,000 and allows staff to proceed with JS Enterprises if a Bluestem contract cannot be reached. The board recorded no additional disclosures of conflicts of interest during the meeting.

The board will consider related implementation details during upcoming meetings; the next regular meeting is scheduled for July 9, 2026, at 6:00 p.m.
