Union City awards $22,295 sinkhole repair contract, approves easements and property actions

Union City Borough Council on Aug. 13 approved a series of infrastructure and property actions, including a $22,295 contract to repair a sinkhole and replace roughly 10 feet of 24‑inch pipe in Municipal Lot #1.
Streets Supervisor Bob Phillips reported that consultants recommended replacing the 24‑inch clay tile at the sinkhole, reconnecting affected pipes, installing a larger catch basin and replacing approximately 10 feet of pipe. The borough received two written estimates: Mansfield for $22,295 and McLallen Construction for $23,450; both bids required the borough to provide a truck during the work. Councilor Steadman moved and Councilor Osborn seconded awarding the work to Mansfield; the motion carried unanimously.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street to accommodate a PennDOT catch basin and a borough catch basin connected by roughly 60 feet of pipe; the property owner will dig and maintain the receiving ditch and install the connecting pipe. The motion was made by Councilor Osborn and seconded by Councilor Kerns and carried unanimously.
On land use and property matters, council approved a subdivision request combining portions of 92 West High Street with 88 and 90 West High Street, and approved a retroactive purchase of a portion of property adjacent to Municipal Lot #3 (from 8 South Street) for $500, with the solicitor to complete the paperwork after survey review. Both motions were carried unanimously.
Council also approved an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek; the installation will be funded by the PA Fish and Boat Commission and the PA Environmental Council, and the solicitor will draft the easement. Borough Manager Cindy Wells reported the 2025 Minimum Municipal Obligation as $48,029 for the non‑uniform pension and $0 for the police pension; Council approved the MMO by unanimous motion.
Council agreed to change regular meeting dates to the first and third Monday of each month at 6:30 p.m. from September 2024 through April 2025; the next meetings were scheduled for Aug. 27 and Sept. 16, 2024 (adjusted for Labor Day). The council adjourned at 7:06 p.m.; an executive session to discuss personnel and contract followed with no action taken.
