Ranlo trustees weigh reactivating planning board and revisiting the 2040 land-use plan

Town staff told the Ranlo Board that all planning-board terms have expired and recommended soliciting applicants to reconstitute the planning board, which in Ranlo also serves as the board of adjustment. Staff noted the town code (section 154.101) requires four citizen members, one ETJ member appointed by the county and two alternates, and discussed staggered terms and open-meeting obligations.
Commissioners reviewed the "Randall 2040" comprehensive plan (a roughly 100-page guiding document adopted in 2022) and discussed hiring a consultant for periodic reviews or to support the board when land-use decisions arise. Staff said planning-board recommendations would go to the full board for final action and emphasized that quasi-judicial matters (variances, special-use permits) require the planning-board/board-of-adjustment role.
The board asked staff to prepare language describing committee duties and appointment rules and to post vacancies on the town's channels so interested residents can apply; staff suggested candidates could speak at the February board meeting and the board could then consider formal appointments.
