Grandview’s Committee-of-the-Whole voted to move a resolution to the June 9 regular council meeting recommending acceptance of a bid for an electric street sweeper.
City staff told the committee the city received $400,000 through the Yakima Valley Council of Governments (YVCOG) Carbon Reduction Program to replace an aging sweeper. HLA Engineering prepared specifications and the city completed a public hearing to amend its Statewide Transportation Improvement Program. Staff traced the procurement timeline: public hearing Dec. 9, 2025; STIP amendment submitted Dec. 10, 2025; TAC approval Jan. 8, 2026; STIP inclusion about Feb. 20, 2026; obligation documentation submitted to WSDOT March 25, 2026; WSDOT requested specification revisions April 30, 2026; authorization to advertise May 8; advertisements May 13 and May 20; bids opened June 3, 2026.
One bid was received. Enviro-Clean Equipment, LLC of Gresham, Oregon submitted the low and only bid at $397,025.83. Staff recommended the C.O.W. move a resolution accepting the bid and authorizing the Mayor to sign contract documents. On the motion to forward, Councilmember David Diaz moved and Councilmember Joan Souders seconded; the committee approved the motion with six ayes and one member absent. The recommendation will be considered at the June 9 regular council meeting.
