Grandview's Committee-of-the-Whole voted to move a resolution to the June 9 regular council meeting that would authorize Mayor Ashley Lara to sign Change Order No. 1 with T. Bailey, LLC for electrical and roof repairs at Well #10, part of the city’s 3.0 million-gallon reservoir improvement project.
City staff said a site inspection by Pacific Power & Light determined the existing electrical service panel at the wellhouse was outdated and required replacement to integrate the new reservoir system. The change order lists installation of a 400-amp CT can, meter base and service lateral (All-Phase Electric) and patching and sealing of two roof penetrations where old conduit will be removed. The total cost is $16,178.20; subcontractor work is $13,350.11, markups $1,602.01 (per WSDOT 1-09.6 standards), and tax $1,226.07. Staff noted the work will extend the contract by five calendar days.
On the motion to forward the resolution, Councilmember Ramona Garibay-Rios moved and Councilmember Javier Rodriguez seconded. The committee recorded six votes in favor; Councilmember Robert Ozuna was absent. The committee did not authorize the mayor to sign the change order at the C.O.W. meeting itself but moved the matter to the council’s regular meeting for final consideration.
The upgrades are intended to ensure compatibility between the well service and the new reservoir infrastructure; if approved at the regular meeting, the work will proceed under the terms in Change Order No. 1.
