Ranlo officials outline $11–13M in grant-funded water, sidewalk and interconnect projects

He said the DEQ/NCDEQ grant portfolio (itemized at approximately $2,800,000 in the packet) included the water meter upgrades already completed and other waterline work; bids opened the night of the meeting for the South Ranlo water-line upgrades. The SKIP grant (quoted at roughly $3,500,000) funded Boulder Court upgrades, the Randall Avenue extension and a lodge upgrade completed late 2024, plus sidewalk work for which engineers are preparing final drawings ahead of a bid package.
The manager told the council the town also has a roughly $6,000,000 package for a secondary interconnect—$5,000,000 from a state general-assembly appropriation and $1,000,000 noted as a federal allocation—and staff have submitted documents to the state for approval before bidding. In addition, a $2,000,000 HUD allocation is intended to support waterline work in the Redland/Booker/Neeley area of South Ranlo. "We should hopefully be able to discuss it as a board next month and then award a contract," the town manager said.
Why it matters: Collectively staff discussed roughly $11–13 million across grants and appropriations directed at water infrastructure, sidewalks and other capital work. The council asked follow-up questions about timing and project completion; staff reported that some work already is complete while other items remain to be bid or awarded and that federal/state approvals are pending for certain appropriations.
Next steps: Staff will return with bid-award recommendations and contract documents for specific projects as individual procurement steps conclude.
