Sac City Council approves consent agenda, payments and two resolutions; schedules zoning-code hearing

Mayor Pro Tem Teresa Bruening presided over the Sac City Council meeting on Tuesday, Jan. 27, 2026, during which the council approved its consent agenda, several payments and two resolutions before adjourning at 6:09 p.m.
The council unanimously approved the consent agenda on a motion by Council Member Tom Lownik, seconded by Bob Murley. Items listed included approval of the meeting agenda, minutes of the Jan. 13 council meeting, renewal of DOLGENCORP, LLC’s Class B retail alcohol license for Dollar General #6620, adoption of a revised Operator Qualification Plan, financial reports, receipts and disbursements, and claims as presented.
The clerk’s claims list totaled $22,011.40 across the General, Fire, Water, Sewer, Gas, Garbage and Storm Sewer funds, with individual vendor entries such as Iowa Automotive & Mach. ($2,846.66), AL’S CORNER OIL COMPANY (fuel, $3,989.80) and others. The council approved payment of that list by unanimous roll call.
On a motion by Bob Murley, seconded by Larry Mahler, the council approved DELPHI Drawdown No. 3 in the amount of $57,607.00. The council also approved payment to K&W Electric Inc. for $45,304.70 following a motion by Murley and a second from Kayla Shull, and approved Olsson’s November and December invoices totaling $15,335.09 on a motion from Larry Mahler.
Council members introduced and approved two resolutions. Resolution No. 2026-12, approving a Minimum Assessment Agreement and authorizing an urban revitalization tax abatement for Iowa Trust and Savings Bank, was introduced by Bob Murley and approved unanimously. Resolution No. 2026-13, introduced by Tom Lownik, sets a public hearing for adoption of the Sac City, Iowa Zoning Code of Ordinances; that resolution was also approved by unanimous roll call.
The council authorized taking sealed bids for the cemetery maintenance contract after a motion by Murley and seconded by Mahler, and approved advertising to recruit summer laborers for the 2026 season on a motion by Kayla Shull.
The meeting concluded with a council forum and a unanimous motion to adjourn at 6:09 p.m.
The council did not record any conflicts of interest during the meeting.
