Board members asked how unpaid fines would be handled, whether citations could be referred to state motor-vehicle registries, and whether alternative parking (for example, a Water District parcel formerly used for the farmers market) could serve as auxiliary trailer parking.
Board members emphasized stepped enforcement: start with notices and clearer signage and gather information about other available parking before initiating active towing and citation issuance. "Before we start issuing these, we need more information about additional parking options and how enforcement would be carried out," one member said.
Next steps: staff will research enforcement mechanisms, tow-company arrangements and potential auxiliary parking sites and return with recommendations at a future meeting.
