Ranlo advances water, sewer and design work: federal funding hearing, engineering and design contracts approved
Summary

At a public hearing required by the USDA, staff presented the town—ffort to secure a $1,000,000 federal allocation—administered through USDA—for a Monterey Park secondary interconnect project that supplements a $5,000,000 state appropriation. Staff said environmental permitting is underway and the project will go out to bid once permitting is complete.
Separately, the council approved an engineering services agreement with the engineering firm that prepared designs for the South Randlow waterline replacement to allow the project to continue through permitting and to bidding. Staff said the South Randlow work will address waterline replacements in neighborhoods including Booker, Redland and Neeley and that selecting a contractor is expected within 30–60 days.
The council also adopted a resolution to apply for FEMA grant funding to address a sanitary sewer aerial (a pipe that crosses a creek). Staff said the resolution is a required step to submit a FEMA grant application.
On facilities, the council voted to enter a design contract with Moseley (the firm selected from the RFP) to begin design services for a combined new town hall and police station. Staff noted schematic design and phased payments and said entering the contract does not commit construction funding; design costs will be scheduled so the town can pursue state and federal funding assistance later in the process.
Finally, the board approved a set of budget amendments to appropriate funds, including a $93,000 transfer from the general fund to police capital for a mobile command trailer and a $79,000 transfer to cover demolition-supply expenses for Old Town Hall work. Staff said the budget amendments reflect previously discussed projects and are administrative appropriations to match existing commitments.
The council did not vote on construction contracts at this meeting; staff will return with procurement results and appropriation requests after competitive bids are received.
