Council discussed reestablishing inmate road crews for litter pickup. Staff and council members described logistical and legal hurdles since the COVID era: statewide Department of Corrections crews are not currently provided for county work details, transport and staffing for detainee crews requires specialized arrangements, and pretrial detainees can participate only on a voluntary, supervised basis. Council indicated support for further study and directed staff to return with options, staffing-cost estimates and legal constraints at the next meeting.
