Marion County adopts $21.6 million second supplemental budget to fund ARPA, radio system and ERP work

Marion County commissioners closed a public hearing and unanimously adopted the Fiscal Year 2024–25 Second Supplemental Budget on March 12, increasing the county’s total budget by $21.6 million to roughly $779 million.
Finance presenter Daniel Adatto told the board the supplemental package adds 3.94 full‑time equivalent positions, including a 4.14 FTE increase in Health and Human Services, and increases intergovernmental federal revenue from ARPA by $9.6 million. The supplemental includes a net $9.9 million in transfers from the general fund to support the Marion County radio system project and the Enterprise Resource Planning (ERP) replacement project.
Capital additions listed in the presentation include $920,000 added to Public Works projects (Meridian Road bridge and Battle Creek roundabout), $367,000 for parking fee stations at six park sites, and $200,000 for HVAC control panel replacement at the courthouse (partially offset by an Energy Trust of Oregon rebate). The supplemental also includes $234,000 in new capital projects and $43,000 for software solutions in Finance and Human Resources.
Commissioner Kevin Cameron moved to close the public hearing and adopt the supplemental budget; Commissioner Colm Willis seconded and the voice vote was unanimous.
Next steps: staff will implement the budget adjustments and report back as required by county finance procedures.
