The proposed procurement covers 10 network switches ($1,405 each) and 20 fiber modules ($355 each) with a recommended 5% contingency, yielding a not‑to‑exceed total of $22,207.50. Capital funds of $36,000 had been previously allocated to the SCADA switch refresh, and staff said the proposed purchase remains within that allocation.
Because compatibility with current standards and management practices is required, staff recommended Express Systems and Peripherals Inc. be treated as a sole source; the Board voted unanimously to approve the sole source procurement and authorize the purchase. Motion was made by Commissioner Query and seconded by Commissioner Walters.
