The Zeeland Board of Public Works approved a $28,310 change order June 9 to cover independent high‑voltage testing and commissioning services for the Fairview Substation 69kV breaker replacement project.
Electrical Transmission & Distribution Manager Coots told the Board that, during project execution, staff discovered a miscommunication with contractor Kent Power about the scope of testing and commissioning included in the construction contract. BPW staff had completed low‑voltage testing and control wiring verification, but industry practice and NERC reliability standards require independent third‑party testing of high‑voltage equipment before energization.
Kent Power secured Shermco Industries to perform the specialized high‑voltage testing and submitted Change Order Request COR001‑REV001 for $28,310, covering subcontracted testing, specialized equipment and Kent Power labor needed to support the testing. Staff said the services were already procured and completed to avoid schedule delays. Commissioner Cooney moved and Commissioner Walters seconded approval; the motion carried unanimously. With the change order, the project cost is estimated at approximately $460,199, below the approved $500,000 budget.
The Board was told no additional project expenses are anticipated.
