Emily Learned, the town’s human resources director, summarized the personnel policy process and the recommended change to the retiree HRA: staff removed explicit age thresholds (previously age 55 for law enforcement officers and age 60 for regular employees) and instead focused eligibility on years of service to avoid conflict with retirement system rules. "We're keeping that with the retirement system," Learned said, adding that the town will rely on years‑of‑service criteria (for example, 20 years) rather than specifying age thresholds.
On the invocation resolution, commissioners discussed simplifying section 3 to read: "Any person wishing to provide an invocation shall contact the town clerk to be placed on the invocation calendar for the next regular meeting," with a first‑come, first‑served approach for scheduling. A motion to adopt the modified resolution carried by voice vote.
During the recognitions portion of the agenda the board welcomed Karen Dewey as deputy town clerk; a presenter noted she brings more than 11 years of municipal experience and lives in Waxhaw. Lieutenant Michael Mulligan presented remarks honoring Sergeant Alex Ng’s more than 30 years of law enforcement service and requested the board award Sgt. Ng his service badge and issued Glock 45 sidearm upon retirement under applicable state statute; the board adopted proclamation 2026‑017 to that effect.
These items were approved by voice votes during the consent and regular agenda and will be reflected in the town’s personnel and meeting procedures going forward.
