Lisa, the staff lead on parks planning, said the barn and silo have been largely unused and that prior wildlife rehabilitation work sealed the facility. Staff recommended a focused master plan—separate from the park master plan—with a consultant experienced in historic structures, public input and fundability analysis. Lisa estimated consultant costs in the range of $50,000 to $100,000 based on recent comparable planning efforts and proposed using park impact fees for the planning work, with possible reimbursement from other partners later.
Council members asked whether the planning dollars would crowd out other projects and whether a steering committee and commissions (parks and rec, historic commission) would be involved; staff said commissions would be consulted and a steering committee assembled as part of the process. Members also discussed possible future uses—wedding/event rentals, museum space or other revenue‑generating ideas—and asked for cost transparency after RFP responses arrive.
Council provided direction to proceed with the RFP and requested staff return with final RFP language vetted by commissions and a clearer estimate of likely consultant fees when proposals are received.
