The Waxhaw Board of Commissioners approved a contract July 14 to hire Volkert for construction engineering and inspection (CEI) services on the Kensington Drive improvements project, EB5950, adopting the selection committee’s recommendation and authorizing the town manager to execute the agreement contingent on final NCDOT concurrence.
Staff explained the CEI contract covers the full construction inspection and oversight scope for the corridor widening and pedestrian facility enhancements between NC‑16 and Connells Point Avenue. James, the presenting staff member, said the contract is envisioned as about a one‑year engagement (roughly 390 days including vegetation work, about 300 days of active construction). "We were able to design a two‑way traffic flow system, meaning that we're able to maintain two‑way traffic flow for the majority of the project," James said, describing traffic control and phasing planned to limit impacts.
The selection committee reviewed five responses and found Volkert scored highest across criteria including team organization, individual qualifications, similar project experience and technical approach. James told the board Volkert's proposal emphasized rigorous documentation, daily inspection reports, material testing and a quality assurance/quality control program "to ensure full reimbursement" from federal partners and to maintain NCDOT standards.
Contracting details presented to the board put total CEI compensation at about $551,356.04; staff noted the town's share is approximately 28% while state and federal funding would cover the remaining 72%. James said the town has DOT approval for a cost‑plus contract model and staff built a contingency buffer to absorb expected variations.
Commissioners asked about work hours, possible night construction, and the extent of sidewalk additions. James said the bid will specify restricted hours (for example to avoid church hours and sensitive periods) and noted the project will add sidewalk on the north side of the roadway from Connell's Point and continue south. On motion, the board voted in favor of awarding the CEI contract to Volkert, contingent on final NCDOT concurrence.
The authorization allows staff to finalize the agreement and proceed to procurement of the construction phase.
