City to replace exposed Fresno River water main; lowest responsive bid at roughly $307,000 approved

He said the city obtained the necessary permits and that the project is funded entirely by the city's water utility fund.
Bids opened July 2, 2026; four bids were received and reviewed for licensing and bid security. Gomez said the lowest responsive bid came from BNL Contractors at $306,882.80 and staff recommended awarding the contract with a 15% contingency for unforeseen conditions. He noted the engineering estimate was $294,450 and the highest bid was about $497,700.
After brief council remarks and no public comment, council moved to approve the contract award and the motion passed unanimously.
