Deputy city engineer recommends amendment for Avenue 13 interceptor Phase 3; council approves

Deputy City Engineer Ellen Bitter told the Madera City Council that Phase 3 of the Avenue 13 interceptor sewer rehabilitation requires expanded consultant services and construction oversight and recommended the council adopt a resolution to amend agreement 01/3588 with MKN and Associates.
Bitter said the interceptor, installed in the early 1970s, has deteriorated and that condition assessments and CCTV work led to the phased rehabilitation effort. She said MKN provided design and construction support for earlier phases and that the proposed amendment adds hands‑on review of liner materials, bypass pumping plans and quality assurance during construction. "They're in the truck watching the camera installation of the liner, and they're monitoring the quality assurance throughout," Bitter said.
Bitter summarized recent emergency repairs in 2023 and June 2024 that increased consultant oversight needs and noted funding for Phase 3: $3.5 million from Congressman Costa, $1 million from Congressman Duarte, and a $5.5 million contribution from the Sewer Enterprise fund. The amendment includes a 10% contingency for additional services.
Mayor Gallegos and council members thanked staff and the council moved to approve the resolution after no public comment. The motion passed unanimously.
The amendment will allow MKN to complete bidding documents for Phase 3 and provide construction management and in‑field inspection during installation. Council members expressed appreciation for the federal and enterprise fund support and indicated interest in progressing to future phases, noting Phase 4 remains on the city's priority list.
