Clifton council approves Final Use Permit for Clifton Heights Lane, OKs Kate Baker Designs use permit

Council voted to approve a Final Use Permit for 12725 Clifton Heights Lane after the Planning Commission and the Architectural Review Board confirmed construction complied with the certificate of appropriateness and required permits. Mayor Bill Hollaway moved to accept the Planning Commission’s recommendation; the motion was approved by poll, 5-0.
The Council also approved a Use Permit for Kate Baker Designs, a jewelry repair and design business proposed for 12644 Chapel Road, Suite D. The Planning Commission recommended approval of the hours and days requested and allocation of two parking spaces. The Architectural Review Board separately approved exterior signage for the business.
Why it matters: final use permits and use permits change how properties are used and how businesses operate in Clifton’s historic district. Council acceptance of the Planning Commission’s recommendations moves both proposals toward implementation under town ordinances and the town’s design review requirements.
The Planning Commission report for Sept. 28, 2021 — which Council accepted at the Oct. 5 meeting — noted that the applicant for 12725 Clifton Heights Lane stated construction was complete, the ARB confirmed work matched the certificate of appropriateness, and the town clerk verified required permits were in order. The Kate Baker Designs application was reviewed with parking capacity checked against the town’s parking tabulation.
What’s next: the approvals allow the applicants to proceed under the conditions of their permits. Council recorded the votes as affirmative on the motions accepting the Planning Commission’s recommendations.
