Clifton council authorizes up to $3,500 for 8-Acre Park boundary survey

The Clifton Town Council voted Nov. 2 to authorize up to $3,500 to pay for a boundary and easement survey of the town8-Acre Park property, a step officials said is needed to confirm the towns access through existing rights-of-way. Mayor Bill Hollaway moved the authorization, which passed on a roll-call vote 5-0.

Council members said they reviewed the existing plat and deed materials and concluded an updated survey was necessary to determine the location of lot and easement boundaries before pursuing formal access or improvements. Materials in the meeting packet included a proposal from Dominion Surveyors, Inc., dated Oct. 30, 2021, that quotes a $2,800 fee for a boundary survey of the approximately 8.306-acre parcel and outlines required deliverables and hourly rates for additional services.

The Council recorded the motion as a roll-call: Hollaway Aye; Effros Aye; Poe Aye; Screen Aye; Pline Aye. Councilmembers did not attach further conditions to the authorization; the Town Clerk was directed to proceed with contracting and flagging lot/easement boundaries as proposed. The approval comes amid other town capital planning work, including Streetscape Phase 2 design and construction expenses reported in the meetings financial packet.

The Dominion Surveyors proposal included standard Virginia boundary-survey language and a fee schedule; the town authorized an amount slightly above the quoted fee to allow for boundary-flagging and incidental costs. The Council did not specify a timeline for completion at the meeting.
