Clifton council approves multiple use permits, amended retaining-wall permit and consultant agreement

At its May 3 meeting, the Clifton Town Council approved a package of Planning Commission recommendations, including use permits for businesses at Chapel Road, an amended preliminary use permit allowing replacement concrete retaining walls at 7184 Clifton Road, and a consultant agreement to assist with revision of the Town’s 2009 plan.
Mayor Bill Hollaway moved to approve the Use Permit for Kiwi Resorts, LLC at 12644 Chapel Road as recommended by the Planning Commission; the motion was seconded and approved by a 6-0 poll. The council likewise approved Use Permits for Signature Aesthetics, LLC (12642 Chapel Road, Suite 16D); The Kauffman Group, Inc. (12642 Chapel Road, Suite 9F); and Summit Real Estate, LLC (12642 Chapel Road) — each approval recorded as unanimous.
The council also approved an amended preliminary use permit at 7184 Clifton Road for replacement of two failing wood retaining walls with concrete walls. The Planning Commission packet records that Town Engineer Scott Peterson reviewed submitted plans and recommended approval conditional on building the walls in accordance with the approved Plan of Development, obtaining Architectural Review Board (ARB) approval and conforming to Fairfax County erosion-and-sediment (E&S) requirements. The commission additionally recommended the applicant satisfy any outstanding invoices to the Town Engineer prior to final approval; the council approved the amended permit on that record.
Separately, the council approved an agreement to retain Samantha Kinzer to assist with formulation and revision of the 2009 Town of Clifton Plan; the agreement and its terms were reviewed by the Town Attorney and approved by roll-call.
Votes on these items were recorded either by poll (6-0) or by roll-call listing Hollaway, McDonald, Effros, Poe, Pline and Screen as Aye. The approvals enable the businesses to share office space at Chapel Road addresses under the conditions outlined in the Planning Commission report and let the retaining-wall work proceed through county permitting once the stated conditions are met.
Next steps: Applicants must obtain required ARB and county approvals, satisfy outstanding engineering invoices where noted, and the town will proceed with the consultant agreement implementation.
