Clifton council approves up to $11,500 for Harris Park tree clearing; contractor to use neighbor driveway

Mayor Bill Hollaway moved to approve the expenditure for tree and vine removal, including use of Jean Layden’s adjoining driveway with the Town responsible for repairing any damage; Councilmember Steve Effros seconded. The motion passed by roll-call vote with Hollaway, Vice Mayor Regan McDonald, Effros, Darrell Poe, Patrick Pline and Lynn Screen recorded as Aye.
The council’s packet includes an estimate from Thomas M. Stokes d/b/a Stokes Tree Solutions showing a total cost of $11,500 and describing the work as removal of approximately 30–50 trees and vegetation, stump grinding, hauling of debris and site cleanup. The estimate notes that perimeter trees to be preserved will be cleaned and trimmed and that the Western neighbor’s driveway will be used to access the site.
Mayor Hollaway emailed council members ahead of the meeting, writing: “The proposal for all of that work is $11,500. I will place this on the Agenda for the May meeting.” In the same exchange, Stokes’s estimate states payment is due upon completion.
Councilors said the work will clear the newly acquired lot for summer use. The written agreement approved as part of the motion requires the Town to fix any driveway damage caused by equipment, and the contractor has agreed to the work plan and schedule. Town staff said a start date could follow within days of council approval if the administrative paperwork is completed.
Next steps: Town staff will finalize the written driveway access and damage-repair agreement, and Stokes Tree Solutions is expected to schedule work after the agreement is executed and required notifications are completed.
