The Galesville Joint Review Board on Sept. 8 accepted the PE-300 Tax Increment District annual report and recorded plans to deposit $221,769 in 2025 revenues into an Affordable Housing fund, according to a financial overview presented at the meeting.
Sean Lenz reviewed the district’s finances, telling the board that the remaining $901,197 in 2025 revenue will be distributed to the taxing jurisdictions once the tax roll is settled in late 2025 or early 2026. He said a TID value increment of $11,762,600 will be returned to the city’s tax base for the 2026 levy, increasing the city’s taxable base for next year. Lenz also said one more meeting will be required in 2026 to finalize the district’s closure.
Clerk/Treasurer Jennifer Hess called the meeting to order at 4:01 p.m., took roll and noted that the meeting notice had been published in the Trempealeau County Times on Aug. 20, 2025. The board voted on a series of routine motions: Robert Ristow was appointed as the public member (motion by Tom Thatcher, seconded by Christina Heit; Ayes-3, Nayes-0), Tom Thatcher was appointed chairperson (motion by Robert Ristow, seconded by Christina Heit; Ayes-3, Nayes-0), the PE-300 TID Annual Report was accepted and the annual meeting acknowledged (motion by Christina Heit, seconded by Robert Ristow; Ayes-3, Nayes-0), and the board adjourned (motion by Robert Ristow, seconded by Christina Heit; Ayes-3, Nayes-0).
The actions recorded at the meeting were procedural and unanimous in the minutes; individual roll-call votes by name were not specified in the minutes. Members listed as present included Tom Thatcher, John Aasen, Jennifer Hess, Robert Ristow, Kara Nelson, Sean Lenz and Christina Heit. The minutes identify Jennifer Hess as Clerk/Treasurer.
The board’s decision to reserve $221,769 for an Affordable Housing fund and the scheduled distribution of $901,197 to taxing jurisdictions are administrative steps tied to the TID closing process; further detail on how the Affordable Housing fund will be used or any implementing agreements were not specified in the minutes. The board noted the TID increment that will return to the city for the 2026 levy, which the minutes say will provide additional tax base for the 2026 budget. The meeting record shows no public-comment quotes or extended debate on the items.
Next steps: one additional Joint Review Board meeting is expected in 2026 to finalize the district closure and confirm final distributions.
