Monroe council approves 2026 budget, fee schedule and staff pay resolutions

The City of Monroe Common Council voted unanimously on Nov. 10 to adopt the 2026 budget, approve a citywide fee schedule and pass multiple personnel wage resolutions, including a 2.7% cost-of-living adjustment and a $126,955 contracted salary for the city administrator.

Mayor (speaker S1) opened the meeting and the council approved the consent agenda before holding a public hearing on the proposed 2026 budget. There were no public speakers during the hearing, and a resolution adopting the budget, levying taxes and approving appropriations under Wisconsin Statutes chapter 66 was moved and seconded by council members and approved by roll call.

Council also approved a 2026 fee schedule effective Jan. 1, 2026; the resolution specifies the schedule remains in effect until changed by the council or another authority with jurisdiction. The salary and personnel committee presented a resolution to adopt the 2026 salary and wage schedule; the council approved a 2.7% COLA for city compensation and a separate resolution adopting miscellaneous wages for city positions.

In a separate personnel action, the council set the city administrator’s contracted 2026 wage at $126,955, effective the first full pay period of 2026. All motions in these agenda items passed on recorded roll calls with unanimous support in the sequences recorded by Clerk Wall.

What happens next: the budget, fee schedule and wage resolutions take effect as noted in the respective resolutions; items that require additional hearings or notice will follow the procedures stated in the motions (for example, ordinances requiring public notice).
