Town treasurer shares August financials and ARPA guidance as Clifton readies recovery spending

Treasurer Nick Orrison emailed the Council and Town Clerk on Sept. 7 with August financial statements and guidance documents about the Coronavirus State and Local Fiscal Recovery Funds (ARPA/CSFRF).
In the email included in the meeting packet, Orrison said he appreciated the extra time to assemble the materials while working through account transitions and noted he had "clean up about 60% done, but in a functioning month to month state at this point." He attached 'How to spend VA Money.pdf' (ARPA guidance) and '08.31.21 Financial Statements.pdf' and asked Clerk Amanda Christman to distribute them.
The financial packet included an August Profit & Loss statement and a Capital Improvements Fund (CIF) summary with Streetscape Phase 2 design and construction line items. The August materials list an American Rescue Plan (ARPA) amount received of $82,818.75 (as of the Treasurer's notes) with an anticipated additional payment of approximately $163,274.25 within 60 days, and referenced guidance on eligible uses and reporting requirements.
Councilmembers indicated they would review the materials and discuss specific budget-cycle implications later; the Treasurer and Clerk will follow up on distribution of statements and access to accounts.
