Clifton council approves preliminary use permit for equestrian ring, appoints Adam Trost and approves legal payment

On Feb. 1, 2022 the Clifton Town Council accepted the Planning Commission recommendation and issued a preliminary use permit for an equestrian riding ring at 12800 Chapel Street with conditions; it also appointed Adam Trost to the Planning Commission and approved a $3,125 legal invoice payment, each by 6-0 votes.
At its Feb. 1, 2022 meeting, the Clifton Town Council accepted the Planning Commission's recommendation and issued a Preliminary Use Permit for an equestrian riding ring at 12800 Chapel Street. The motion was made by Mayor Bill Hollaway, seconded by Councilmember Poe and approved by a 6-0 poll.
The Planning Commission's written report (dated Jan. 25, 2022) accompanying the recommendation specified conditions including compliance with the Town Engineer Scott Peterson's letter, limiting use to the owner and family, prohibiting lights at the ring, obtaining required nutrient credits prior to a final permit, and completing construction and applying for the final use permit within two years. The Planning Commission report says the riding ring involves approximately 0.52 acre (about 22,650 square feet) of land-disturbing activity.
Also during the meeting the council appointed Adam Trost to the Planning Commission to fill the unexpired term of Mac Arnold (term expiring July 11, 2024). Mayor Hollaway moved to appoint Trost; Vice Mayor Regan McDonald seconded the motion, which passed by poll, 6-0.
On the Treasurer's report the council approved payment of a December 2021 invoice for $3,125 from Maureen Gilmore for legal services. That motion passed by roll-call with Hollaway, McDonald, Effros, Pline, Poe and Screen voting Aye.
Other procedural items approved without recorded roll-call included approval of the Jan. 4, 2022 minutes (motion by Mayor Hollaway, seconded by Councilmember Poe; poll approved 6-0) and scheduling the March 1, 2022 council meeting to be held electronically (motion by Councilmember Effros, seconded by Councilmember Poe; poll approved 6-0). The meeting adjourned at 9:13 PM.
No ordinances or land-use final permits were adopted at the meeting; the council issued a preliminary use permit with specific conditions and assigned follow-up tasks to staff and the Planning Commission.
