Mebane planning board finds rezoning request for West Holt Street consistent with comprehensive plan, forwards to City Council

The Mebane City Planning Board voted to find a rezoning application for two parcels at 2421 West Holt Street consistent with the town's comprehensive plan and approved forwarding the request to the Mebane City Council for its April 6 meeting.
The motion, made by a board member and seconded, recommended changing the zoning on the two parcels—together about 0.48 acres—from R-12 to R-8. Planning staff told the board the parcels lie inside Mebane city limits, are served by city utilities, are currently vacant and are included in the expanded downtown designation of the Mebane 2045 future land use map.
Alan Thompson, owner of AMM Properties LLC and the applicant, told the board he and his partner plan to recombine the lots and increase housing density near downtown. "We're planning on, our plan with all pretty much all the properties that we build ... we'll plan on keeping them as rentals," Thompson said, adding the options under consideration include two duplexes or single-family units and that the builder they are working with has experience with similar projects.
Thompson said a flood study indicates the 100-year floodplain only "barely touching the bottom" of the parcel and that an existing sewer right-of-way runs through a corner of the site, which he said would not prevent building. He also said the project team will work with the city on parking requirements.
A board member noted the site's proximity to a park and library and observed the location could suit small families or active adults seeking walkable access to downtown. Planning staff indicated the application supports goals in the Mebane 2045 comprehensive plan including increased residential choices in the downtown area and affordable housing objectives.
The motion to find the application consistent with the comprehensive plan and to forward it to City Council carried; the transcript records an affirmative vote during the roll call but does not include a full roll-call tally. The board was told the item will appear before City Council on April 6 for final consideration.
The board also received a City Council update that the council approved a separate rezoning at Giles and Vance and conditionally rezoned Oakview Cove, and that those actions amended the Mebane 2045 future land use map as the Planning Board had recommended. With no further business, the board adjourned.
