Chairman Kelly Witt called the Garfield County Board of Commissioners to order at 9:00 a.m. on April 22, 2026, and the board approved the posted agenda on a motion by Member Jerry Collins, seconded by Vice-Chair Carla McWilliams; the motion carried.
The meeting opened with a public comment from Sherlie Hains of Public Health, who raised an outstanding grant opportunity for Public Health and said there will be no meeting on May 6 because a quorum will not be available.
The board recorded the appointment of Charlie Saylor as Garfield County’s local agent for the Montana Association of Counties (MACo) insurance program. The minutes state Saylor was appointed; the record does not list a mover, seconder or a roll-call tally for that appointment.
Saylor also discussed staffing for upcoming elections, reviewing appointments of election judges and the locations of polling places. The minutes note that the topic was discussed but do not list individual judge names or specific polling-site locations.
After a noon recess and reconvening at 1:00 p.m., Krista Wright, with Tasha Powell present, reported that administrative offices are exempt from overtime rules and raised the board’s consideration of hiring a new medical director and establishing a salary for that position; the minutes do not specify a dollar amount for the proposed medical director salary.
The board advised Brandon Murnion that the county will convert the groundskeeping and parks maintenance position from a contract role to an employee position, shifting the hiring relationship from a contractor to county staff.
County Attorney Adam Forslund reported that a proposed library agreement is nearing completion and discussed the rodeo ground lease; both items remain in progress according to the minutes.
The meeting adjourned at 4:30 p.m. The minutes were accepted and signed; the next regular meeting was scheduled for April 29, 2026, at 9:00 a.m.
