School District of Superior board approves routine resolutions, policy changes and committee reports

The School District of Superior Board of Education on July 13 approved a package of routine measures, accepting committee reports and adopting policies that administrators said are required for the coming school year.
Board members voted to adopt Resolution 26-03, designating the district administrator as the district's legal authorized representative for July 1, 2026, through June 30, 2027, and to approve Resolution 26-04 renewing membership in the Washington Interscholastic Athletic Association for the 2026–27 school year. The board also approved Resolution 2065, authorizing payment of preapproved bills for the fiscal year.
The board accepted the Personnel and Negotiations Committee's July 2026 new hires and separations report and the Budget and Insurance Committee's report on gifts, grants and bequests received in June 2026. Administration noted ongoing recruitment for a math and an ELA teacher and that an athletic-director vacancy remains open.
Members approved an administration-recommended shared-services contract for deaf and hard-of-hearing services. Board discussion centered on caseload versus direct-service minutes and on how shared services have functioned in year two; the motion carried.
Under Policies and Rules, the board adopted a replacement personal-communication-device policy tied to 2025 Wisconsin Act 42. Superintendent Amy summarized the district's approach: students may access devices during passing time and lunch but must secure devices during instruction, using classroom pouches or equivalent. Amy said the change is intended to reduce in-class disruption while preserving limited noninstructional access.
All listed motions were moved and seconded on the record and carried by voice vote during the meeting; no roll-call tallies were recorded in the transcript. The board then approved payment of the preapproved bills and adjourned.
The board indicated the routine approvals finalize items brought forward from committees; next steps include continued recruitment for staffing needs and implementation of the adopted cell-phone policy ahead of the 2026–27 school year.
