Provo agrees limited payment to Orem for 2000 South storm drain connection

Public Works Engineer Danielle Nixon explained an interlocal agreement between Provo and Orem for a storm drain project on the east side of Geneva Road (2000 South). Orem will design, bid and build the collector main; Provo will pay its proportionate cost for the connection into Provo’s system and associated asphalt and inlet work.
Nixon said the total contract award to the contractor is just over $900,000 for construction items and approximately $1.314 million including materials; Provo’s computed share for the connection and associated elements is $16,524.49. The agreement contains a limited‑discharge provision because Orem has not completed its Lakeview Parkway outfall; until that outfall is constructed Orem’s new drainage will be allowed to overflow into the Provo connection only for roadway runoff rather than additional subdivision discharge.
Council members asked about timing for Orem’s Lakeview Parkway completion and stressed that the interlocal should be coordinated at the joint‑meeting level. Nixon noted inlet installations tied to a private development will be paid by the developer and then accepted by Provo after installation.
The council did not take a final vote on the interlocal during the work meeting; staff described the fiscal impact as modest for Provo and recommended moving forward with the agreement subject to final review.
