When committee chair Dave Bellas asked Jim (the county engineer) to report, Jim said the Illinois Association of County Engineers met with IDOT and that the agency is "having to do interpretation of legislative intent" before allocations — including urban/rural splits and mode breakdowns (transit, road, etc.) — are finalized. Bellas and Austin said the project remains under committee review and that staff will follow up with legislative liaisons.
Brent Fisher, reporting for the Public Health and Safety Committee, said the board is still evaluating options for the Adams County jail nursing contract and noted the jail population has increased to about 159 (up from roughly 90 six months earlier), a factor that may affect medical staffing needs and budget planning. Fisher also reported progress on EMS station capital projects — including a land deed from Liberty for a new station site — and said ambulance collections improved in June, with Director John Simon reporting June collections exceeded $500,000 and outstanding claims estimated at about $1.2 million, with an expectation that state reimbursements will begin arriving in the coming weeks.
The board approved Resolution 202607211015 to participate as a member of the Illinois Emergency Management Mutual Aid System, a multi‑jurisdictional agreement that streamlines liability and reimbursement rules for mutual aid responses. Fisher said the agreement standardizes pay and liability for agencies that send or receive aid during major emergencies.
Bellas reminded board members of a public solar hearing scheduled for July 22 at 6 p.m. in the boardroom. The committees intend to continue reviewing project details and contract options before bringing formal recommendations to the full board.
