Council approves Terrace Station 5 zoning change and development agreement for 65-unit building

The Mountlake Terrace City Council on July 16 voted 5-0 to amend the city zoning map and authorize a development agreement that will allow Terrace Station 5, a six‑story, 65‑unit multifamily building, on two parcels at 6002 237th Street Southwest and 5906 236th Street Southwest.
Senior planner Sarah Pizzo told the council the proposed zoning aligns the parcels with the comprehensive plan and allows neighborhood mixed‑use development. Under the development agreement, the developer would be permitted to build up to six stories, provide shared open space, complete frontage improvements and deliver at least one public artwork installation within the shared open space.
The agreement includes a 25% parking reduction, which staff said would result in a total of 26 on‑site spaces and requires Transportation Demand Management (TDM) measures such as ORCA cards and carpooling programs. Pizzo said TDM measures and documentation will be included in the plan set and enforceable through code compliance tied to permits and certificates of occupancy.
Council members questioned the size and accessibility of the open space and pedestrian access through the private drive. Staff said the open space exceeds minimum requirements (about 0.5 acre for shared open space with Buildings 4 and 5) and that the private drive will include a 24‑foot vehicle access with a separate 6.5‑foot ADA‑compliant sidewalk for pedestrian connectivity.
Councilmember Murray moved to adopt the zoning map amendment and later moved to authorize the city manager to sign the development agreement with Whiskey 6 LLC. Both motions were seconded and passed 5‑0.
The agreement also sets permit and construction milestones: a complete land‑use application is due within two years (by July 2028 under the agreement), civil and building permit applications a year after, substantial construction progress by July 2031 and termination of the agreement in 2036.
The council discussion included follow‑up items staff said would be monitored, including possible periodic checks on TDM implementation and code compliance if residents report issues. The development will be required to meet Mountlake Terrace municipal codes, including critical area permitting; staff noted a low‑level geohazard on the site that can be mitigated through geotechnical engineering.
