Jeff O'Neil, Parlier’s community development director, presented Ordinance No. 26‑04, which would create a five‑member Planning Commission with one commissioner from each council district and an at‑large seat appointed by the mayor. The ordinance would move routine actions—such as parcel maps and many conditional use permits—from automatic city council review to the commission, with appeal rights preserved for aggrieved parties.
O'Neil described the anticipated application and appointment process: once the ordinance takes effect (30 days after adoption), the city clerk would post openings, open an application period, and the city manager and mayor would compile a vetted list of applicants for council approval. He said the commission would meet monthly unless canceled and would select its own chair and vice chair.
Council opened and closed the public hearing with no additional public testimony and voted to introduce the ordinance and waive its first reading; staff will bring the item back for adoption at the next regular meeting and prepare application materials in the interim.
