Garza told the council he intends to lead with “trust, partnership and service,” emphasizing community engagement, transparency and support for rank‑and‑file officers. He thanked interim leadership and city staff for their role during the transition and said he would work closely with the Pardier (Parlier) Unified School District and local organizations to expand partnerships.
City staff and the introducing official told the council they expect the hiring file and California Peace Officer Standards and Training paperwork to be finalized within weeks and recommended a tentative swearing‑in ceremony for Aug. 10, beginning at 8 a.m. Council members and staff said the date was targeted to align with payroll and administrative needs; final clearance depends on returned paperwork from POST and completion of the hiring file.
No formal vote was required at the meeting to introduce Garza. Council members thanked him for speaking and expressed support; the next step is administrative completion of hiring requirements and a scheduled swearing‑in if state clearances arrive on time.
