Votes at a glance: Lincoln County approves grants, purchases, contracts and zoning variance
Summary
At its July meeting the Lincoln County Board of Commissioners approved routine budget agreements, grant acceptances, contract authorizations, an EMS equipment purchase, a water-repairs reimbursement from ARP funds, an annex improvements allocation from SPLOST 7 and a setback variance; it also took a first reading of a vehicle-abandonment ordinance.
The Lincoln County Board of Commissioners used its July meeting to approve a series of routine budget agreements, grants and contract authorizations, and to act on a planning variance. Highlights include:
• Department of Family and Children Services budget agreement: The board approved the FY27 budget agreement for Lincoln County Department of Family and Children's Services in the amount of $7,400, with funds from the general fund; the chairman and county clerk were authorized to execute the documents.
• Library MMR grant: The board accepted a state matching grant to replace the library’s air-conditioning unit. The lowest bid reported was $11,127.12 from Yohe Plumbing; the county’s half of the cost was stated in the meeting as $5,553.53 and will be paid from the general fund. The board approved accepting the grant and matching the county share.
• University of Georgia Cooperative Extension renewal: Miss Stewart presented the FY27 extension agreement totaling $73,521.43, split 50/50. The county’s portion is $36,760.72 (to be reimbursed in part by the board of education as discussed). The board approved the agreement and authorized signatures.
• EMS equipment replacement: The board approved up to $12,500 from SPLOST 7 tier 2 to purchase two stair chairs and four portable radios for the Office of Emergency Services.
• Georgia Emergency Management MOU and EMPG application: The board authorized a memorandum of understanding with the Georgia Emergency Management and Homeland Security Agency for the FY25 Emergency Management Performance Grant and authorized the finance director to apply for FY27 EMPG funds; staff noted the county would receive $18,967 under the grant for EMA support.
• Abandonment and impoundment ordinance: County staff presented the first reading of an updated Abandonment and Impoundment of Vehicles ordinance (Section 75). Changes discussed included increasing allowed untagged/uninsured vehicles on private property from one to two and permitting additional vehicles if they meet setback and visibility criteria; the county suspended reading and posted the ordinance online. The board will hold a second reading and a vote next month.
• Variance approval (land use): The board approved a planning-commission–recommended side and rear setback variance to allow a carport at 1091 Dixie Lane (applicant Daniel Gansler) to sit five feet from the side and rear instead of the required 10-foot setback.
• Water system repairs and ARP reimbursement: The board approved payment of $10,760 to Ashland Contracting from the water fund, to be reimbursed from ARP funds.
• Annex D and E improvements (SPLOST 7): The board approved up to $78,000 from SPLOST 7 tier 2 for interior repairs, flooring, painting and new exterior door locks for Annex D (community development) and Annex E (tax assessor's office). Bids will be solicited and the work contracted out.
• Contract with Parrish Technologies: The board approved a four-year agreement with Parrish Technologies for county services, budgeted this year, authorized for the chairman to sign contingent on county attorney approval (amount not to exceed $25,000).
• Appointments and reappointments: The board confirmed several board appointments and reappointments, including an at-large planning and zoning appointment of Jerry Baker through Dec. 31, 2028, and reappointments to the Department of Family and Children's Services and other boards as noted in the meeting.
Most items were approved by voice vote; the meeting record showed motions, seconds and the chair’s announcements that motions carried. Several items (notably the abandonment-and-impoundment ordinance) were at first reading and will return for final action.
