City Clerk Christie Donnermeyer told the council that a person identified as Mr. Bacon prepares and sends the contract amendments. Member Dean asked why there was a delay in the amendment process; Munderloh offered a possible explanation but said he was not certain of the cause. No formal vote or change to the contract was taken at the meeting.
Council members and staff discussed how the TIF reimbursements are processed and how developer‑funded improvements are handled after agreement signing. Donnermeyer flagged an upcoming City Engineer item tied to Valley Landing — a Rectangular Rapid Flashing Beacon (RRFB) that the developer will reimburse to the city under that TIF arrangement.
The matter will return to a future meeting after staff confirms outstanding procedural steps and answers follow‑up questions about timing and documentation. The council did not adopt or amend any ordinance or contract language at the March 9 work session.
