Board reviews 2024–25 performance frameworks; staff flags virtual-school engagement for further analysis

At its June 8 meeting, the Statewide Charter School Board reviewed the 2024–25 Performance Frameworks for seven charter and virtual schools and discussed the need for further analysis of virtual program performance and student engagement.
Skyler Lusnia, the board’s director of school performance, introduced framework scores reported for seven schools: Oklahoma Youth Academy Charter School (83.35%), The Academies of Oklahoma (75.51%), Western Gateway Elementary School (74.23%), Virtual Preparatory Academy of Oklahoma (60.81%), Dove Virtual Academy (91.64%), Insight School of Oklahoma (75.88%), and E-School Virtual Charter Academy (69.82%). Lusnia said the scores reflect the board’s current weighting and data sources for the 2024–25 cycle.
Executive Director Rebecca Wilkinson noted that two schools had made voluntary leadership changes and commended Dove Virtual Academy for its 91.64% score and for graduating 24 students last year. Board members questioned how framework weights were calculated, which data sources and timelines were used, and how the board defines and monitors virtual student engagement. Lusnia and Dr. Wilkinson said staff will perform further analysis on virtual-school engagement policies and present findings to the board.
Board members discussed how performance results should inform renewal and oversight decisions, particularly for virtual operators and schools serving specialized populations. The performance review preceded renewal votes for Oklahoma Youth Academy and The Academies of Oklahoma later in the meeting.
Staff indicated future work to overhaul performance framework reports and to refine accountability measures as part of the board’s coming-year priorities.
