Commissioners approve $45,076 change order for county salt shed after contaminated soil found

The Blair County Board of Commissioners on July 16 approved Change Order 3 for the County Salt Storage Building project, increasing the contract with John Carr Excavating by $45,076.14 to a new total of $484,738.75.
Contractor representative (speaker 8) told commissioners the increase reflected a partial payment on a change directive and additional work including insulation for a low elevation adjacent to the parking lot, rerouting piping after a drainage issue was discovered, removal of contaminated soil, and placement of additional concrete to address stability concerns. "We removed all the [contaminated] soil...and so we had to actually put more concrete in," the contractor said when asked to explain the cost increase.
Commissioners asked for clarification about the change directive and for details beyond insulation; the contractor explained the drainage, contaminated-soil removal and piping reroute that prompted additional work. The board approved the change order by voice vote.
The contract increase will raise the project cost to $484,738.75 and, according to the contractor’s explanation, addresses site drainage and soil stability that the contractor said could have created structural issues without the additional work.
