Blair County approves multiple Children, Youth and Families contracts for FY 2026–27

At the July 16 meeting the Blair County Board of Commissioners approved a package of contracts and agreements presented by Blair County Children, Youth and Families aimed at maintaining case-management systems and securing downstream services for children and families.
The board approved AFCARS upgrades and TAPS maintenance for $4,162.68 and a child accounting/profile system provider agreement for $44,386.27. It also approved a consulting-services addendum not to exceed $20,000, CCWIS maintenance for $5,149.58, and several purchase-of-service agreements for the period 07/01/2026–06/30/2027 with providers listed by the department (Kids 1st; Evolution Counseling Services; CSI Corporate Security & Investigations).
Commissioners also approved a memorandum of understanding to implement the Healthy Families of America home-visitation program and an agreement with Ryle’s Law Office for Guardian ad litem services at $2,300 per month plus $200 for power-of-attorney preparation. The board approved a separate $1,800 MOU for staff training; when asked whether that training was covered by a grant the presenter said she did not know which grant covered it.
All CYF items were presented by the department representative (speaker 5) and approved by voice vote. The approvals fund system maintenance and service-provider arrangements that the department said are needed for ongoing child-welfare case management.
