Camden County board approves East Kingsland precinct boundary change; public raises statutory-notice concerns

The Camden County Board of Elections unanimously approved new boundary lines for the East Kingsland Precinct on Feb. 19. At its Feb. 19 regular meeting the Camden County Board of Elections & Registration voted unanimously to approve new boundary lines for the East Kingsland Precinct.
Ray Hollen moved to approve the new lines; Vernon Higgins seconded and the motion carried unanimously. The minutes record the approval without amendment or recorded dissent.
After the vote, public commenter Kyle Rapp of District 5 told the board the action “have put you at odds with O.C.G.A. 21-2-262(C),” which requires at least 30 days’ notice in the county legal organ and immediate submission of a copy of the notice to the Secretary of State. Rapp asked whether such notice was published in the Tribune and whether the Secretary of State received the required notice, and he questioned whether inactive voters would be reverted to active status when addresses are updated in the state registration system (GARVIS).
The minutes record that County Attorney Jackie Fortier had submitted an attorney opinion on voter registration and residency that was read into the record by Chair Julia McCollough; the minutes do not record a board response to Rapp’s statutory questions or any motion to reconsider the precinct approval.
The board’s next regular meeting is scheduled for March 19. No additional action on the East Kingsland precinct is recorded in the Feb. 19 minutes.
