Ossining board approves youth program grants, zoning referral, firefighter appointment and cybersecurity agreement

The Village of Ossining Board of Trustees on July 15 approved a series of routine resolutions, including grant authorizations for youth programs, a referral of zoning text amendments to the planning board, the appointment of a firefighter, and authorization for a cybersecurity endpoint agreement.
The board approved the voucher detail report dated July 15, 2026, in the amount of $1,233,602.60. Trustees then authorized the village manager, corporation counsel and the Ossining Youth Bureau to submit a proposal to the Westchester County Department of Social Services for the 2026–2027 youth employment program serving young people ages 14–20; the resolution as read sets the program period from Sept. 1, 2026, to June 30, 2027 (a trustee raised a point of order questioning the year listed during the discussion).
The board accepted an intermunicipal grant from Westchester County to continue risk‑avoidance education and youth engagement/work‑readiness programming for the term stated in the motion as May 15, 2026–Dec. 31, 2026, with county reimbursement to the village not to exceed $32,569.
On land‑use business, trustees referred proposed text amendments to Chapter 270 of the village zoning code — covering regulation of portable storage containers, penalties, parking and loading rules, and supplementary regulations for nonconforming uses — to the planning board and requested a report within 62 days pursuant to the code.
The board elected Nicholas Cruz to active firefighter membership in Washington Hook and Ladder Company No. 2 upon recommendation from the fire chief. Trustees also set a public hearing for a proposed Local Law 2026 amending Chapter 270 (zoning) for 7:30 p.m. on Aug. 19, 2026 at the Birdsall Fagan Police Court facility (8688 Spring Street) and by Zoom; public comment on the proposed local law may be submitted by email to bot@villageofossiningny.gov.
On technology and security, trustees authorized the village manager to sign an intergovernmental agreement with the New York State Office of Information Technology Services and the NYS Division of Homeland Security and Emergency Services for endpoint detection licenses. The village’s estimated share value over a three‑year term was stated in the motion as $26,428.50; the licenses themselves were described as provided at no cost to the village.
Most motions were approved by voice vote during the meeting. After completing the agenda, the board voted to adjourn into executive session to discuss collective bargaining and current litigation.
