Norfolk P&Z schedules accessory-apartment hearing, approves window modification and assigns staff follow-ups

The Norfolk Planning & Zoning Commission on June 16 scheduled a public hearing for an accessory apartment application and approved a minor modification to an existing special permit.
Chairman Chris Schaut moved to schedule a public hearing for Application #26-009, a request by William and Deb Couch to build a detached accessory apartment above their garage at 132 Mountain Road in the Rural Residential Zone. The commission received soil testing from Torrington Area Health and asked the applicants to provide photos of the house and garage ahead of the July 14, 2026 hearing.
In Old Business, applicant Jack Hollihan (for Love Simply, LLC) explained a proposal to replace front windows at 24 Greenwoods Road West. The commission determined the replacement was a minor modification to Special Permit #25-016, approved the change as a minor modification by motion and recorded the approval unanimously.
Several proposed zoning-text items—family compounds/camps, junk and unregistered vehicles, accessory-dwelling-unit amendments and text changes required by Public Act 25-1—were tabled for future meetings. The commission also tabled approval of the May 12 special and regular meeting minutes to the July 14 meeting.
Zoning Enforcement Officer Stacey Sefcik reported receiving a high volume of new permits. The minutes list two staff action items: Ms. Sefcik will investigate lighting at the Arcaneum building and will research potential zoning text amendments. The meeting adjourned at 7:39 p.m. after a motion by Commissioner Wiley Wood.
