Ridgway council authorizes housing study, enacts voluntary water restrictions and sets events; agrees to switch EV chargers to pay models

At its May 14 meeting the Ridgway Town Council took several administrative and policy actions: it authorized a contract for a regional Housing Needs Assessment, enacted Stage 1 voluntary water restrictions due to drought indicators, approved street closures for community events, and agreed to move to pay models for Hartwell Park EV charging.
Town Manager Neill reported that the town issued an RFP and an evaluation committee recommended Points Consulting LLC for a Regional Housing Needs Assessment; Councilor Lakin moved to authorize staff to enter a Professional Services Agreement with Points Consulting and Councilor Kroger seconded; the motion carried unanimously.
On water supply, staff cited the U.S. Drought Portal showing drought conditions in Ouray County and noted the plant was distributing about 168,000 gallons per day. Councilor Kroger moved to promulgate Stage 1 voluntary water restrictions under the Town’s Water and Conservation Management Plan; Councilor Schuyler seconded and the motion carried unanimously.
The council approved closures and permits for Fete de-la Musique (June 29), Rally Thru the Alley (Oct. 5) and the Ouray County Pride event (Aug. 16) on unanimous votes. The Town Manager reported aging EV charging stations installed in 2017 have been out of service and the Town has been paying for electricity; after discussion (including a public comment in favor of charging users) the council agreed to install pay models so users cover charging costs; no formal roll-call vote was recorded for the EV decision.
Mayor Clark announced the appointment of Russ Meyer to the Planning Commission and the council set a special meeting for May 29 to review Beaver Creek Diversion design concepts. The council also presented its annual scholarship to Ridgway Secondary School senior Lauren Mahlin.
