Planning commission approves Ocean View Beach Club site-plan revision that removes three cottages

The Planning and Zoning Commission on July 16 approved a revision to the Ocean View Beach Club site plan (applications P258 and P260) that will subdivide part of Condominium Parcel A and remove three cottage units from the recorded plan.
Mister Loberg, a planning staff member, told the commission that the revision is being processed in a single meeting because it does not create enough lots or new streets to require separate concept and final hearings. "Having reviewed the plan, the intent of the plan is to eliminate 3 cottage units depicted on the previous plan and subdivide the amenities parcel into 2 parcels," Loberg said, and added that proposed Parcel A1 would be the amenities parcel to be owned by the master developer.
For the record, Zach Crouch identified himself as representing the developer and summarized the application materials submitted to the town. "We have a package for you which says the application has a letter from the attorney, got the mailings, it's got site pictures and all," Crouch said, and noted that the HOA president provided a letter of support that is included in the record.
The commission considered the staff presentation and the developer's remarks and then voted to approve the plan. A motion to approve the proposed site-plan revision was made and seconded, and the chair declared the motion approved after a voice vote. The transcript records voice votes only; a roll-call tally of yes/no votes was not recorded in the meeting record.
The approved revision identifies the owner as Wind and Sea LLC and references the recorded plan (PB 238 PG 21, recorded 11/04/2016) and the parcel identifiers discussed at the meeting (PIDN 408.351; CTM 134-17.00-977.00). The plan description in the record states the proposal would subdivide "0.9 tenths of an acre, plus or minus" from Condominium Parcel A and create condominium parcels A1 and A2; it also proposes removal of cottages 1, 2 and 3 as depicted on the recorded plan.
No further public testimony was recorded. After approving the site-plan revision, the commission completed its remaining routine business and adjourned.
