Zoning board members and staff reported multiple complaints and two police reports indicating that a contractor working at the 'Old Open Bucket' cottage (a 40B site) has repeatedly worked outside the hours allowed by permit conditions.
The Chair said police reports document the infractions and asked staff to bring the contractor before the board to explain how the work schedule will be corrected. “We have 2 police reports stating this,” the Chair said. Members discussed that existing fines or enforcement tools are limited and asked staff to propose more meaningful compliance conditions and documentation for future infractions.
Board members observed that early‑morning and holiday work were reported and that typical permit fines are small relative to contractor revenues. The building official and staff were asked to research permit remedies, possible conditions on time‑of‑work, and to return with enforcement options; the board set follow‑up on the agenda.
The matter is administrative and does not yet include a formal enforcement action on record; the board’s direction was to gather documentation, meet with the contractor, and draft stronger conditions or penalties if necessary.
