Work session: county reports new road funding, discusses repairs and quarterly budget amendments

County staff briefed the board at a March 25 work session on several operational items including new road funding, ongoing repairs and forthcoming budget amendments.
County Manager Thomas Weaver told commissioners the county received a local road assistance grant that piggybacks with the LMIG program and will expand road repair capacity. He said McGlaun Road and about half of Smith Road had been reworked with number‑seven stone in 2017 and will need further maintenance; Liberty Hill Road and portions of Wells Street required riprap repairs. Weaver also reported an inspection discovered a concrete headwall at the landfill needed excavation, reset and repair and that the county’s building received a new air‑conditioning unit. Weaver said the county has started work on the FY2026 budget calendar and has begun department meetings.
Recreation director Mordie Askew provided a departmental update and Community Development staff Samantha Hedgecoke summarized upcoming community events, including an April 5 rabies clinic, 4‑H activities and a car show. Hedgecoke and the county attorney will work on cemetery bylaws, and the county attorney indicated he will attend the March 27 planning & zoning meeting to help clarify the conditional‑use permit process. Commissioners left the cemetery bylaws item on the work session agenda for future updates.
Weaver presented a list of proposed quarterly amendments totaling $294,725 to cover unbudgeted property tax reimbursements, EMS salary adjustments, prisoner housing, legal services (noted as increased due to ongoing litigation), library accounting corrections and a coroner salary correction. Commissioners agreed to review amendments on a quarterly basis and to place budget calendar dates on the April 1 regular meeting agenda for formal adoption.
The Friendship Road LMIG bid packets had been received but the board again tabled action to allow technical review and additional work session consideration. Commissioners discussed Riverbend Road and the possibility of regional coordination for larger projects.
The work session adjourned after a short discussion; no formal votes were taken on the amendments at that session.
